Bio
Alain has broad expertise in government affairs, economics, finance and governance He was the permanent secretary (DG) of the Ministry of Finance and has a 23-year track record with international financial institutions, governments and banks. He led cultural change and focused on improving transparency. As president of the Creative Nation Fund and SCPA Conseil, he is involved in private equity and consulting. He is the founding president of the Citizen Foundation, an NGO that promotes sound public policy options. Alain is known for the rescue plan for Lebanon that was unfortunately not implemented, for the reconstruction of the financial accounts over 28 years, for introducing the VAT, and for the tax transparency and exchange of information program. He produced the refugee crisis response plan, introduced various laws (capital markets, VAT, petroleum, insider trading …). Alain worked with Thomson Bankwatch, ABN AMRO Bank, and Arthur Andersen. He graduated from HEC Paris, and is an engineer from Institut d’Optique Graduate School. He studied “Maths Sup et Spe” at Louis le Grand, and attended Leading Change and Organizational Renewal at Harvard Business School. He is the author of “Destructuration” and he wrote, among others, a study for Hoover Institute on the Lebanon’s banking crisis. Alain is Chevalier de la Légion d’Honneur, Commandeur de l’Ordre du Cèdre (Lebanon), and was named amongst Lebanon’s most influential people namely for combatting corruption in 2011, and the winner of the United Nations’ Public Service Award in 2007. Born on July 4, 1968, Alain is married to Sandra Habchi and they have two children: Paolo and Clara.
