Where do Disruptive Technologies Lie?

Can innovation be scheduled or do we have to make do with its erratic patterns. Should governments interfere or should they merely create a supportive environment? As far as training is concerned, which agents are best qualified to generate ideas leading to innovation? Which training or education policies should be given preference? Can creativity be taught? If so, would it be at the expense of scholarly contents? What is the relationship between basic research and the emergence of disruptive technologies? Should knowledge production and its eventual transformation into commercial ideas be emphasized?
