Ilyas Moussa DAWALEH

Minister of Economy and Finance, in charge of Industry - Republic of Djibouti

Mr Dawaleh pursued his academic degrees in France in Business Admnistration. He holds a Bachelor in Economics and Social Administration, and a Masters’ in Marketing and Strategic Management from the University “François Rabelais” in Tours.

The first part of his career evolved around Private Sector Development (PSD) and International Trade. In 1991, he served as lead specialist in charge of PSD within the Deparment of Planning, then within the office of the President of the Republic.

Mr Dawaleh then worked for 10 years at the Djibouti International Port, first as a Project Leader to the General Manager, then to the Chief Executive Officer (CEO) of the Port. He is finally appointed Chief Operating Officer (COO) of the Port of Djibouti from 1996 to 2004. During his time at the Port, he completed his academic experience with executive trainings in prestigious institutes such as the Public-Private Partnership Institute in Washington D.C., the Havre Port Institute in France, and the International Maritime Organization in London.

Mr Dawaleh then acquires a very rich and diverse experience engaging fully in the private sector. He serves as the Director of both corporate and not-for-profit boards, as well as Chairman of the Board of Trustees of several non-profit organizations. He is the CEO of several companies he founded in Djibouti and abroad, and initiated multiple social inititatives such as the Djibouti’s Young Entrepreneurs’ Club.

Mr Dawaleh’s career in the public sector begins in May 2011 when he is appointed as Ministrer of Economy and Finance, in charge of Industry. Since then, H.E. Dawaleh has initiated a high number of key dossiers and pushed forward a very ambitious reform agenda, particulary in Regional Integration, PSD, and the mobilization of funds for Djibouti’s development projects. Among other flagship national projects,

H.E. Dawaleh is the initiator of “Vision 2035” – Djibouti’s first and recently completed long-term national development strategy, which is now being translated into mid-term sectoral action plans. In addition to his leadership skills, H.E. Dawaleh is known for his efforts to advocate and enforce greater governance, transparency and accountability within the Djiboutian Admnistration. H.E. Dawaleh, 49 years old, is fluent in English, Arabic and French. He is married with 4 children
