Mr. Papa Amadou SARR, Minister, General Delegate for Women and Youth Entrepreneurship, Presidency of the Republic, Senegal. Papa Amadou SARR is the Minister, General Delegate for Women and Youth Entrepreneurship at the Presidency of the Republic of Senegal. Before his appointment as General Delegate in 2017, he served as the General Director for the Financial Sector and Competitiveness at the Ministry of Economy, Finance and Planning from April 2017 to October 2017. He also acted as Senior Technical Advisor to the Minister of Economy, Finance and Planning from August 2015 to March 2017. Before his return to Senegal, Papa Amadou worked as Senior Program Manager for Africa at the Bill and Melinda Gates Foundation, from April 2013 to July 2015. Papa Amadou was Advisor for Regional Cooperation for Africa and MENA regions and Research Associate for Africa at the Organisation for Economic Co-operation & Development between 2008 and 2013. Papa Amadou graduated from Sciences-Po Paris, Sorbonne University and the School for Advanced Studies in the Social Sciences. He also holds a Certificate in Public Financial Management from the Harvard John F. Kennedy School of Government.
