Research as a geostrategic issue

Overview

Research is today in a paradoxical situation: it is called upon by some to provide answers to current challenges (first and foremost the health crisis) and is suspected by others of being the cause of many of our disillusions. It is at the same time the challenge of strategic competition (China/United States) and international cooperation. Confidence in researchers remains strong, but their work is increasingly politicized. Research is a source of innovation and growth but recent (economic) research suggests that (scientific) research productivity is declining. What should be the roles and relationships of the state and the market, applied and basic research, incentives and institutions, social and exact sciences?
