Is There a Global Answer to Migrations ?

• How can we help emigration countries, or at least those that are not at war, to retain their emigrants, whether or not they are qualified? Beyond modest (and sometimes not respected) financial commitments, what has been proposed in practical terms (very little…), and what could be proposed in this area?
• Concerning immigration, how can excessive communitarianism be avoided, how can immigrant populations be successfully integrated, and above all, how can citizens be convinced of the advantage of an ambitious immigration policy?

For political, economic and ecological reasons, migrations look set to increase dramatically. This is perhaps the most important theme that will be faced over the next two decades, at the very least because of its consequences in regards to security.

There are two issues:

• Killing off the multiple fantasies spawned by this subject.
• Thus fighting the populist movements aroused by these migratory movements in both Northern and Southern countries.

Our debate will not settle all the problems, but should make it possible to at least explore a few solutions for defusing this demographic “bomb”.
