Bio


Tsiporah Fried is advisor to the Major General of the Armed Forces (MGA) on strategy and innovation issues. She contributes to work on preparing for the future, for which she coordinates the organisation of foresight research and strategic anticipation. It analyses major developments in the operational and international environment and contributes to general military strategy work, with a particular focus on European defence, the European Union and NATO, and transatlantic relations.

She is responsible for the management and development of various projects (artificial intelligence, wargaming, etc), and plays an active role in discussions on the organisation of the defence forecasting and defence innovation ecosystems. More recently, she has been involved in work to restructure chains of command. On a more international level, she has set up a cooperation project with Italy and NATO on wargaming, and is piloting the FR/US strategic dialogue for the MGA, as well as a dialogue on AI and innovation with her British counterparts.

Previously, she was a rapporteur at the Cour des Comptes, responsible in particular for the control and audit of the Ministries of Foreign Affairs (where she became an expert in budget monitoring) and Justice, on which she conducted several major audits that have been published.

She has held leadership positions in the French Navy, including that of political-military adviser to the Chief of Naval Staff, for whom she managed NATO work, as well as Strategic Talks with the US Navy, the Royal Navy (UK) and the Indian Navy, among others.

She is a Knight of the French National Order of Merit and, as a reserve naval officer, has been awarded the French Volunteer Service Medal.

Co-director of the editorial board of Servir magazine (ENA/INSP alumni), a member of the programming committee of the Revue de la Défense nationale, she is also chair of the ENA-Marine group. She is a member of the strategic committee of the German Marshall Fund and an associate researcher at the Institut d'études de géopolitique appliquée. 

An alumnus of the Ecole Nationale d'Administration (promotion LSSenghor), she is a graduate of the Institut d'Etudes Politiques de Strasbourg, and studied Russian language and civilisation at the Institut National des Langues et Civilisations Orientales (Langues'O - DULCO).
