Bio


Mr. Philippe Mills is Chief Executive Officer of SFIL, a public development bank, and Chairman of the supervisory board of its 100% subsidiary, the Caisse Française de Financement Local (CAFFIL). Created in 2013, SFIL is France’s seventh-largest bank in terms of balance sheet and a key player in the financing of local authorities, public hospitals and large export credits. From 2016 to 2022, Philippe Mills was President of the Administrative Board of the European Association of Public Banks (EAPB), which counts 30 members and represents the interests of about 90 financial institutions towards the European Union (EU) and other European stakeholders. He continues to take part in the governance of the association as a member of the Administrative Board. In December 2023, Philippe Mills joined the Board of Directors of the Fondation du Collège de France. Philippe Mills graduated from the Paris Institute of Political Science (IEP) in 1986 and from the École nationale d'administration (ENA) in 1990. From 2008 to 2013, he was the Chief Executive Office of Agence France Trésor, the French State’s debt and cash management service. He chaired the Economic and Financial Committee's Sub-Committee on EU Sovereign Debt Markets from 2010 to 2013. He served as Deputy Director General of the Centre d’Analyse Stratégique, the French Government’s strategy department attached to the Prime Minister, from 2006 to 2008, and as Director in charge of public finances at the French Treasury (DGTPE) from 2004 to 2006. At the European Commission from 2000 to 2003, he advised the Director General of Economic and Financial Affairs on economic policy coordination and public finances. He also served as principal banker at the European Bank for Reconstruction and Development (EBRD) from 1994 to 1996 and Administrator of the European Investment Bank (EIB) from 2013 to 2018. Mr. Philippe Mills was made Chevalier de l'ordre national du Mérite on November 11, 2010.
