AI, States, reversing the balance of power

Overview

Developments in Artificial Intelligence (AI) accelerated considerably with generative AI. Since then, the world has undergone a triple upheaval: firstly, in economic terms, with AI paving the way for a new industrial revolution likely to create and destroy many jobs, and partly reconfigure value chains. A second one, in terms of uses and behaviors, with major advances and, at the same time, the risk of ethical abuses, of which current events already provide numerous examples. And finally, there’s the upheaval of globalization, with AI trampling over borders and sparking an exacerbated race for national or regional champions. Faced with this wave of AI bringing with it so many unknowns, Europe has chosen the path of regulation with the IA Act of 2023. However, it is up to the States to find the right cursor so as to encourage innovation, which implies light-handed regulation, while firmly protecting citizens from the possible abuses of these highly advanced technologies. So, what course of action should governments take in the face of AI?
