Philippe LAMOUREUX

Director General - LEEM

Director General of Leem since November 2008, Philippe Lamoureux is a former student of the ENA (National School of Administration) “Liberty, Equality, Fraternity” Class of 1989, and holds a Master’s Degree in Economics and a Master’s Degree in Private Law (Paris I) .

He began his career as General Inspector of Social Affairs. In 1992, he was appointed to serve as Technical Advisor in the Office of Bernard Kouchner, Minister for Health and Humanitarian Action (1992). From 1993 to 1997, Philippe Lamoureux held the position of Task Force Director and then of Director to the Director-General of the French Medicines Agency. In 1997, he became Secretary General of the Agency and subsequently Technical Advisor in the office of Martine Aubry, Minister for Employment and Solidarity from 1998 to 2001.

In 2001 and 2002, Philippe Lamoureux served as Deputy Director in the office of Bernard Kouchner, Minister for Health, and was subsequently appointed Director-General of the National Institute for Health Prevention and Education (INPES). He left the post six years later to join Leem. In June 2012, he was appointed as Vice-President of EFPIA’s Executive Board. Since May 2017, he is Vice-President of IFPMA.

Philippe Lamoureux was born in 1959 and is married with three children. He is a member of the “Health Sector Management and Policies” teaching team at the Paris Institute of Political Studies.
