How Can We Promote Creativity ?

Our societies always try to develop the ideal scenario for a revolution of radical and complementary innovations capable of reviving the economy and rapidly generating profit. The idea that these Schumpeterian innovative clusters can appear from outside has fizzled out. Societies, particularly in the West, now agree on seeking optimum conditions that inspire companies, institutions and individuals to be creative.
In this respect, no magic formulas seem to have turned up. The various players in the economy all seem to hope that an ecosystem favourable to innovation will appear, but no collective initiatives have yet emerged. What responsibility falls on big companies, in a context where innovation seems to essentially come from start-ups? What are the factors required for creating such dynamics? Is there a particular culture or mentality propitious for innovation? Should public policies set an example?
